You'll find Joseph Hill in an apartment with an undead Mayan girl who attacks you. After the fight, she vanishes, and you can find a 'Crumpled letter' on a small table. Keep exploring, and in the back of the apartment, you'll find Joseph Hill again. He'll tell you the girl is Usha, an undead priestess who has the key to Cthygonnaar. Your next step is to track her down, and reports of a vampire in Salvation Harbor are your starting point.

To follow up on those vampire reports, you'll need to head to the Oakmont Police Department and use their archives. You'll find a report called 'Bloodless corpses' detailing bodies drained of blood found on Old Church Road in Salvation Harbor. This gives you the location of the latest attack.

At the Bloodless Corpses Crime Scene, you can check out the Innsmouther corpses, some fish, a hole in the fence, and a leather bag with a 'Hotel owner's note'. This note triggers a retrocognition sequence. You'll see Innsmouthers bringing fish to a fire, a man shooting at Usha, Usha telling him to kneel, and him agreeing to serve. Based on this, you'll figure out that Raymond, the hypnotized man, dropped the bag with the letter. This points you towards the Devil's Reef Hotel.

At the Devil's Reef Hotel, the owner will tell you he doesn't know where Raymond is, but you can check his room. Inside, look for diving gear, examine the pictures on the wall, and check behind an illusory statue on a desk. There you'll find 'Raymond's diary'. It talks about finding work at a flooded lab on Moorland Rd, preparing for a mission with a diving suit, and then mentions a mummy, Usha whispering, and hiding underwater. This diary gives you the next destination: the Hidden Lab.
