First off, head to Western Reed Heights, specifically the corner of Huracan Rd and Baker St. The clue from Simms mentions it's close to the graveyard, so keep that in mind. When you get there, you'll find a ruined house. Be ready, because it's crawling with Wylebeasts. Take them out first – they're a real nuisance. Once the coast is clear, head upstairs. You'll need to look for an illusory wall; sometimes they're hidden behind paintings or just look like part of the wall. Behind one of these, you'll find an Innsmouther hanging from the ceiling. Don't let that spook you too much. To the right of it, on a shelf, you'll finally find the Bracelet. Grab it and you're one step closer to figuring out what Simms is so worked up about.
