    Hop the fence to the south to leave the infested area.

    Head west on E. Brown St, which changes to Hawking Ln at the Barlow Ln intersection.

    Continue west on Hawking Ln, passing Liberty Rd.

    You will see an Innsmouther (a type of NPC (non-player character — anyone the game controls, not you)) standing watch in front of a warehouse marked with a crooked H-shaped sign and an eye-shaped sign. A new infested area will be revealed here.

    Interact with the Innsmouther. Choose dialogue options such as "Anna sent me.", "I serve the sea.", "Why all the secrecy?", "Tell me what happened here.", "Can you describe the burglar?", "Did he steal something?", or "Where did he go?" to progress.

    After the conversation, you will receive the guard's testimony and a key to the fish storage, both added to your CASEBOOK under "Quid Pro Quo".

    Head inside the warehouse, known as EOD Fish Storage.
