Walkthrough

Interact with Anna Liddel in the southern area of the Fish market. Choose dialogue options such as "I know who the poisoner is," "You're oddly calm," or "My reward."

After the conversation, the casebook entry for "George Cavendish's request" will be lost, and you will receive "I reported George to Anna [CASEBOOK, Quid Pro Quo]" and "High-ranking member of EOD [CASEBOOK, Quid Pro Quo]."

Locate the entrance to the Fish market's basement near Walter the real estate mogul in the west area of the main building.

Go down the stairs and hop over the crates. Equip a weapon in case things don't go as planned.

Proceed through the previously locked doorway and all the way down the hall to speak with Maurice.

Warning: You may need to engage in combat, potentially requiring head-shots (a shot to the head that deals critical damage).

When Maurice dies, you will receive "Note to Maurice [CASEBOOK, Quid Pro Quo]."

Go back upstairs and speak with Fred. Choose dialogue options such as "The Order?", "Do I have a choice?", or "You'll owe me. Big time."

After the conversation, you will receive "Report to Mr. Throgmorton [CASEBOOK, Quid Pro Quo]."

Leave the Fish market.

Tips

Equip a weapon before entering the Fish market basement, as combat is likely.
Be prepared for a betrayal, possibly from the EOD (Explosive Ordnance Disposal unit).
All paths may lead to Fred, so expect to encounter him regardless of previous choices.
