The number of attacks on Innsmouth immigrants has increased, with raids intensifying. More Innsmouthers are being exposed to abuse and assault, and sometimes whole families are found dead in their houses.

The police are involved, having captured several illegal Innsmouther businesses and sent their owners to jail.

Robert Throgmorton, head of the Throgmorton Grand Family, stated, "This city ought to have been cleaned of these fish-faced scum long ago. I regret only one thing - it all started too late. Had we not neglected our civic duties, my son Albert would still be here with us.".
