After clearing the Water Temple, go to Zora's Domain and speak with Kodah in the inn. Kodah will tell you about a treasure at Tarm Point and that their daughter Finley and her friend Sasan have gone there. Kodah is worried about Sasan and asks you to check on them.

Tarm Point is southeast of the Lanayru Great Spring, a cape connected to the mainland. Go to the top of Tarm Point and find a hole in the ground. Drop down to enter Tarm Point Cave.

Inside the cave, you will find Sasan. He is unable to cross the water to join Finley.

Observe the water level, which rises and falls. Be cautious of the pointed rocks that are revealed when the water subsides, as hitting them with the raft can scare Sasan and reset the quest.
