Where to Find Ukoojisi Shrine:

First things first, you need to get yourself to the Sahara Slope Skyview Tower. Make sure you've visited and unlocked it. Once you're there, use the tower to launch yourself into the sky. As soon as you can, pull out your paraglider. You're aiming for the West Necluda Sky Archipelago, a cluster of islands up there.

Once you're gliding, keep an eye out to the east. You're looking for the biggest island in the group, the one that looks like it has about four prongs sticking out from each side. The Ukoojisi Shrine is located on the southwest part of this island, so find a spot and land there.

How to Complete Ukoojisi Shrine:

Now, when you get to the shrine itself, you'll notice it's not immediately active. Like some other sky shrines, it's tied to a Shrine Quest. This one is called 'The West Necluda Sky Crystal Shrine Quest'. Yep, you guessed it – you need to find a shrine crystal and bring it back to activate the shrine.
