You can get there by going up the stairs and then using your Ascend ability on the rock formations above you until you reach the very top. Once you're up there, pull out your Purah Pad. Look out to the west, and you should spot a snow formation shaped like a bird down below.

Getting Ready: Before you glide down, make sure you've got some Cold Resistance. You can either grab some Cold Resistant Armor from the shop in Rito Village or whip up some Cold Resistance Food by cooking Spicy Peppers. Trust me, you don't want to freeze!

The Final Stretch: With your cold resistance sorted, glide down towards that snowy bird. It's located to the left of the bird formation. You'll want to enter the West Lake Totori Cave. Just follow the path inside – it's pretty linear – until you stumble upon the Wao-os Shrine. Interact with it, and boom! Quest complete.
