Here's the key part: you need to use Riju's lightning power. So, summon her and activate her special ability.

While Riju's power is active, shoot an arrow right at the very end of the dragon statue, where it meets that square tile.

Do this correctly, and a chest will pop right out of the ground on that tile!

Inside that chest, you'll find Topaz x3. That's it – mission accomplished!

Make sure you've actually completed 'Regional Phenomena' before trying to start this. Kazul won't give you the quest otherwise.
