This is a Tier list based on having zero Constellations unlocked, with more Constellations that you have, you can greatly change the tier of a character. This list is based on community opinion as well as through our own testing.

Main DPS

These are the characters you will spend most of your time in during the battle and are the core of your team and what you should build your party around.

EulaHigh single target due to her quick Claymore attacks and high AoE damage from her Elemental Burst, on top of that, she has utility by reducing the physical resistance to enemies whilst increasing hers.
GanyuHigh single target and high AoE damage with crowd control utility from taunting and freezing.
DilucHigh damage in both single target and area of effect with low cooldowns.
KleeSimilar in power to Diluc but has longer cooldowns and her AoE can be unreliable against fast moving enemies.
TartagliaSingle target damage not quite as high as the others but with very strong AoE, provides lots of Energy for the team and has a short cooldown on his Burst.
NingguangHigh single target damage due to her short animations and high damage ratios but is let down by her lack of AoE capabilities.
KeqingCan fit in with most teams due to her flexibility but she depends on her Stamina to make the most of her highest damaging attacks.
KaeyaOutperformed by Ganyu but still a solid part of a permafreeze team.
BennettGood single target damage due to being able to use his Elemental Skill repeatedly whilst in his Burst’s AoE but is let down with his lackluster AoE.
RazorVery strong single target damage in his Elemental Burst, almost a S. What lets him down is his subpar AoE and the fact you need to keep him in to produce his high damage which limits you switching to sub DPS.
XianglingAverage across the board, decent if you haven’t been blessed with the better characters.
ZhongliSimilar to Xiangling, his damage is a little on the low side but he has excellent support to make up for it.
FischlAs a Main DPS, she doesn’t output enough damage and she is carried by her pet Oz.

Sub DPS

These are the characters where you’ll switch to them for their Elemental Skills or Bursts before you switch back to your Main DPS.

VentiWhen you’re looking for a Sub DPS, this is it, high ratios, provides good energy generation to himself and the party with extremely stong AoE.
GanyuWhat can’t she do? Great damage, especially when enemies are grouped up.
AlbedoAlthough he’s a Geo vision, with the right build he can deal high damage consistently.
FischlAlthough her AoE is poor for the most part, she can still do high damage consistently without the need of being the one controlled, especially with Oz.
XingquiHe enables the Pyro characters to shine but due to his long cooldowns and needing a lot of energy regeneration his main DPS is blunted.
MonaShe has a great skill that can taunt and group up enemies with a very powerful burst on a lowish cooldown.
XianglingGreat AoE due to the reach of her Elemental Burst but requires too much investment into energy regeneration.
TartagliaGreat damage when triggered with Vaporize and a flexible Elemental Burst on top.
ChongyunEnables the Pyro powerhouses to shine due to his ability to leave a field of Cryo on the floor with his Elemental Skill which is on a relatively low cooldown.
KaeyaIn the same ballpark as Chongyun but without the ability to enable the Pyro characters, but with the potenial to having a higher Burst and also having better energy
