First things first, you'll need to chat with Changchang. She's usually hanging around Liyue Harbor. To make sure she's there, it's best to set your in-game time to be between 6 AM and 7 PM. You can do this by opening your menu, going to the clock, and adjusting it. Once you've done that, head into Liyue Harbor from the north bridge. Keep an eye out for Changchang; she'll be walking around.

After you've had a nice chat with Changchang, she'll ask you to feed a little puppy. Head back across the north bridge, and you should spot an empty food bowl near a light source.

Now, you need to get some food for the puppy. The quest suggests using Fowl. The easiest way to get Fowl is by hunting birds. There are usually plenty of them around Liyue Harbor, or you can head to the general location shown on the map in the guide to find a good spot. Just defeat some birds to collect the Fowl.

Once you have at least one piece of Fowl, return to the empty bowl you found earlier. Interact with the bowl and place the Fowl inside.

With the puppy fed, all that's left is to report back to Changchang. Find her again (she should still be in the Liyue Harbor area) and talk to her to complete the quest.

Tips

Make sure your in-game time is set between 6 AM and 7 PM to find Changchang easily.
Hunting birds is the most direct way to get Fowl for the puppy's bowl.
