Return to Grand Narukami Shrine and speak with Yae Miko. She will ask you to give the evidence to Kujou Sara for analysis. Kujou Sara will recognize the Kujou Clan Seal on the evidence, confirming its authenticity. She will then read the documents, noting the lack of mention of frontline soldiers and the Kujou Clan's deception of the Shogun.

This revelation angers Kujou Sara, who rushes to the Tenryou Commission Headquarters. Before you follow, Yae Miko will discuss your next battle against the Raiden Shogun. Afterward, travel to the Tenryou Commission Headquarters in the northeast corner of the bottom half of Inazuma City. Kujou Sara will meet you at the entrance and agree to shield you from arrest while she investigates the evidence.

Upon entering the headquarters, you will face Commission Guards. Kujou Sara's Elemental Burst can help defeat them quickly. After two waves of guards, you will encounter a boss: the Kujour Clan Internal Affairs Head. Be aware of his three main attacks: a sheathed sword swipe, a forward dash attack after pointing his sword, and a downward sword swipe when he holds his sword above his head. Dodge his dash attack by moving to the side when he points his sword.

After defeating all enemies, Kujou Takyuki will emerge. Kujou Sara will present the documents to him, and he will confess to the Tenryou Commission's betrayal of the Shogunate by collaborating with the Fatui to maintain the Vision Hunt Decree. Kujou Sara reaffirms her loyalty and intends to inform the Shogun. Kujou Takyuki mentions that the Shogun is currently with Signora at the Tenshukaku.
