Wait for two days: First things first, you need to let some time pass. Open up your in-game clock and just let two full days go by. Easy peasy!
Head to Ritou: Once those two days are up, it's time to check in on things. Make your way to Ritou, which is on that small island in the center. You can use any of the nearby teleports to get there quickly.
Talk to the people of Ritou (0/3): Now, you need to chat with three folks in Ritou. They're all pretty close to each other, so you won't have to wander too far. Keep an ear out for what they're saying:
Sasano and Kaede: These two are chatting amongst themselves. They'll mention that the Tenryou Commission has been around for days, and Kaede thinks they're there to pick up Lady Chisato. Sasano, however, heard something different – that the Kanjou Commission doesn't want her to leave.
Hatanaka: When you ask him about the Tenryou Commission, he'll explain they're supposed to be escorting Lady Chisato, but the Hiiragi Clan keeps delaying things. He also hints that if the delays continue, the Tenryou Commission might stop being so accommodating.
Hideo and Yasuaki: You might remember Hideo as Matsuura's informant. He looks pretty worried and tells Yasuaki that his Master, Matsuura, has been on edge lately. Hideo thinks they should talk to Matsuura right away about their plan for Lady Chisato.

Lady Chisato will tell you that ever since the Tenryou Commission showed up, her subordinates haven't let her contact them and have been having secret meetings.
