Go to the border checkpoint and register with Thoma. Talk to Inspector Kageyama. Choose any dialogue option for your reason for being in Inazuma; Paimon will speak, but Thoma will provide your entry papers.

Proceed to the Outlander Affairs Agency and process your application with Thoma. Talk to Inspector Yurika. The initial fee of two million Mora will be reduced to 400,000 Mora, and then further negotiated down to 600 Mora with Thoma's help.

Go to the International Trade Association and speak with Kurisu to understand their situation. Learn that the Kanjou Commission is imposing high taxes and regulations, requiring payment in Crystal Marrow, which has caused prices to skyrocket.

Find the merchant selling Crystal Marrow. Head southwest down the stairs and locate the merchant under a tree to the east. Approach him, and he will identify you as new arrivals. He refuses to reveal his sourcing or negotiate prices.

Ask Thoma for intel support. Return to the Trade Association and find Thoma to the east, up the stairs. Discuss the difficulties with Werner and receive tips on how to speak with him, learning he is from Mondstadt and was formerly part of the International Trade Association.

Negotiate with Werner again. Return to Werner and speak with him. Remind him of Mondstadt's freedoms. During the dialogue, you will need to give him a local specialty from Mondstadt. Continue the conversation by making him reminisce about Mondstadt.

Find Keijirou’s tracks. After the negotiation, you will need to find Keijirou’s tracks.

Follow Keijirou without being noticed. Track Keijirou discreetly.

Find evidence of Keijirou’s wrongdoings. Discover proof of Keijirou's illicit activities.

Tell the International Trade Association about what really happened. Report your findings to the International Trade Association.

Talk to Thoma. Conclude the quest by speaking with Thoma.
