Three Wishes

Go to Komore Teahouse. The quest begins with you needing to go to the Komore Teahouse on Narukami Island. Head southeast across the water, unlock the waypoint (a marker on your map you've manually placed as a destination), and follow the dusty path further southeast to unlock a second waypoint. Continue southeast through Byakko Plain and unlock a third waypoint. Proceed southeast into Inazuma City and unlock another waypoint. Go up the stairs to the bridge, then head west until you see the Komore Teahouse.

Enter Komore Teahouse. Approach the Teahouse and enter the side door for a scene. You'll be told the Teahouse isn't open to the public, but your invitation letter will grant you entry. Inside, Thoma is nowhere to be seen initially. After a brief interaction with the Shibu at the counter, Thoma appears. You'll ask to meet the Shirasagi Himegimi, and Thoma agrees, but first wants you to accompany him to the Statue of the Omnipresent God.

Go to the Statue of the Omnipresent God. Exit the Teahouse and follow the path southeast, then head east at the first house. Go south over the bridge, follow the path, and the statue will be to your west. Approach it for a scene where Thoma explains that the statue is embedded with Visions collected during the Vision Hunt Decree. You'll learn more about the Raiden Shogun and Inazuma's troubles. After touching the statue and hearing the aspirations of previous Vision bearers, Thoma will state he will take you to the Kamisato Residence on Narukami Island.

Go to the Kamisato Estate. The Kamisato Estate is in the northeast section of Narukami Island, east of Mt. Yougou. Follow the paths northeast or teleport to the waypoint outside if unlocked. Enter the compound and go through the north door for a scene. After speaking with Paimon, Kamisato Ayaka will interrupt. Thoma will introduce her as the daughter of the Yanshiro Commission. After exchanging pleasantries, she agrees to help you speak to the Raiden Shogun if you fulfill three wishes on her behalf. These wishes concern individuals who had their Visions stolen: a warrior guarding a village, a former samurai involved in the Vision Hunt Decree, and someone who aspired to be the best sword master. Once you agree, she leaves, and the quest concludes.
