    Copy Down the Bulletin: After your conversation with Ivanovich, head upstairs from his stall. You're looking for the Bulletin Board, which is right outside the Military of Civil Affairs building. Interact with it and select the option to 'Look for news about new business permit applications.' Make sure to remember or jot down this information – you'll need it!

    Give Documents to Nervous An: Head east from Ivanovich's stall. You should find Nervous An wandering around. He's the one you need to give the 'Approved Exit Permit' to.

    Give Documents to Jiayi: Next up is Jiayi. You'll find him also roaming around outside the Military of Civil Affairs building. Hand over the 'Business Premises and Safety Certificates' to him.

    Approach Clerk Zhao: Now, make your way to the stairs just to the left of the Military of Civil Affairs building. You need to talk to Clerk Zhao here. Important: Make sure you approach Clerk Zhao during the daytime work hours. Give him the 'Old Business Permit.'

    Return to Ivanovich: With all the paperwork sorted, head back to Ivanovich to report your findings and officially close out this quest.
