In the old office, interact with the blue ghosts until the “Learning in Progress” is complete. Then, use the Visione helmet by holding Options / Menu / Esc and clicking “Memory Fragment” on the right side, or by selecting it from your inventory.
Head to the audience chamber on the ground floor
