To meet the dean, travel to the Scholaship Institute in the Hernand region. The dean wears a blue robe and stands on the bridge. Talk to him, then follow him through the Institute until he introduces you to Octavius. If the dean does not talk to you, you may need to wear the “Scholastone Uniform”.
