Characters:

Janus: One of your Targets, found at his home on the west side of town. His routine includes visiting his Kitchen, looking at the Back Yard, talking to Helen West over the phone, going upstairs to his Bedroom, and then repeating the pattern.

Nolan Cassidy: Your second Target, found on the opposite side of town. He moves between his home, the Lewinsky House, the front of the Wilson House, and near the Batty House where he talks on his phone before returning home. He can be made to go to the Schmidt and Wilson Houses under certain circumstances.

Helen West: Owns a Blueberry Muffin business and is Janus's next-door neighbor. She is known to do favors for him.

James Batty: Nolan's next-door neighbor, engaged in a lawsuit against Janus regarding a helicopter disturbing a rare frog habitat in the Protected Reservoir.

Charles Blake III: A Politician campaigning for office at the Public Park and chairman of the Homeowners Association. He takes intervals to tour the town for support.

The Wilsons: New residents of Whittleton Creek hosting an open BBQ party and allowing access to their house. Their peculiar behavior, especially Mr. Wilson's, has drawn attention.

Disguises:

Sheriff Masterson (Road Work area) and Mrs. Wilson: On Master difficulty, these two are Enforcers (NPCs who will spot you if you are in the wrong disguise) for almost every disguise, including your Suit. Sheriff Masterson is only not an Enforcer for his own uniform, which you must knock him out to obtain. Mrs. Wilson is not an Enforcer for the Suit, as wearing it makes you a regular Civilian.
