Thug Disguise:

This is a regular member of the Crows gang, identifiable by their blue shorts and sandals, blue striped shirt, red doo-rag, and shoulder holster. They have access to most Crows-related areas, including the Mumbai Hills, Beach House, Guard Post, Rooftop, Hideout, and Nests in the Slum Alley and Textile District. They also have access to the Beige House in the Metal Worker's District and the Barber Shop, but with the same restrictions as the Suit outside of Crows' areas.

The easiest way to get this disguise is at the Crows' Beach House. Turn off the generator on the east side to lure a guard outside, then knock him out and take his clothes.

Elite Thug Disguise:

These are higher-ranking Crows gang members wearing dark blue pants, a camouflage jacket with a long white shirt, and a hat or mask. This disguise has the exact same properties as the regular Thug disguise.

The easiest way to acquire this disguise is to enter the Crows' Hideout as a Thug and wait outside the north door of the Armory. When the Elite Thug inside turns their back, sneak up, subdue them, dump them in the closet, and take their disguise.

Enforcers:

The number of enforcers for both disguises varies by difficulty:

• Casual Difficulty: 12 Thug enforcers and 5 Elite Thug enforcers.
• Professional Difficulty: 9 additional Thug enforcers and 2 additional Elite Thug enforcers.
• Master Difficulty: 4 additional Thug enforcers.

Specific enforcer locations are detailed within the Crows' areas, including the Hideout, Slum Alley, Textile District, Shopping District, Metal Worker's District, Mumbai Hills, and various other patrol routes and specific buildings.

Starting Disguise:

You can start the mission at Mumbai Hills already disguised as a Thug once you reach Mastery Level 17.
