If you've just entered Act 3, head to the Lower City, ideally by following the Murder Mystery quest in the Open Hand Temple. Upon reaching the Lower City at Basilisk Gate, travel southwest to Sorcerous Sundries, which conceals Ramazith’s Tower. The receptionist might be Rolan, who, if you didn't rescue the Tieflings from Moonrise Towers in Act 2, is solely focused on Lorroakan.
