You've got five main advisor spots to fill: Regent, Councilor, General, Treasurer, and High Priest. The good news is, if you've been recruiting everyone you could in Chapter 1 (Amiri, Harrim, Jaethal, Valerie, and Linzi, plus optional folks like Regongar, Octavia, and Tristian), you'll likely have candidates for most of these. The only one that might give you a headache initially is the Treasurer, as some of the best options won't show up for a bit into Chapter 2 or even Chapter 4. The Minister is a bit of a special case – it requires Relations Rank IV, which is tied to the Grand Diplomat, making it a third-tier role. It's worth getting these unlocked because having a full roster of competent advisors is key to a thriving kingdom!
