Find the First Celestial Phenomenon: Head to the Ancient Capital Tower. Use the wind generator you find to the north to get there. Once you arrive, you'll run into a Reapertail. These guys are weak to ice, so blast it with ice-based spells. After you've dealt with the Reapertail, bring up the camera by pressing left on the D-Pad. Find the Second Celestial Phenomenon: Your next stop is the Cosmo Canyon Airstrip. From there, follow the narrow path heading southeast. You'll encounter another Reapertail, so take it down using the same ice-based strategy. Once it's defeated, use your camera again to snap a picture of this second phenomena, making sure to match the reference image.

Find the Third Celestial Phenomenon: For the final one, make your way to Lifespring Survey Station No.2. Head up the hill to the southwest. Surprise, another Reapertail! Defeat it with ice magic, then use your camera one last time to photograph the third and final celestial phenomena, matching the reference image.
Once you've successfully captured all three phenomena, head back to Caesar at the Planetology Assembly to wrap up the quest. You'll earn some EXP and a set of Tarot Cards for your trouble!
