She'll throw you into the air. She walks in a circle, so you'll need to time it right – speak to her at the correct moment to get thrown onto the ledge on the cliff.

Once you're up on the cliff, climb the steps and head across the rope. Be careful, that wind spirit is still around and trying to mess with you! Follow the rope all the way to the platform, then hover over to the top of the roof. Boom! There's your 8th and final coin.
