Walkthrough

Find Tomi in the Halls of Justice, near the exit to the City Core.

Talk to Tomi and hire him as your henchman for 200 gold pieces. You might be able to persuade him to join for less.

After hiring, talk to Tomi again and select the options "I just want to talk" then "Tell me about yourself" to begin his tale.

If your character is not yet around level 6, your Journal Entry for Tomi's Tale will state he will share more when you gain more experience. After each level gained, speak to Tomi again to progress his story.

Eventually, Tomi will ask you to find some official documents for him.

The Official Documents are located in the Thomas Wheelwright Repair Shop within the Beggar's Nest, found on a bookshelf.

Give the documents to Tomi.

Tips

You can release Tomi (or any henchman) at any time by telling him you'd be better off on your own.
To get the full story from Tomi, your character should be around level 6.
