The northern section of the New Vegas Strip is complete. Now, explore the central section, which includes the Ultra-Luxe and the Las Vegas Boulevard Station. The latter should be explored first, as there’s a quest that ties with another quest you can pick up in the Ultra-Luxe. The Las Vegas Boulevard Station is along the eastern side of the road, just north of the Ultra-Luxe.
Inside, an NCR Trooper will complain about not being able to carry arms on the strip. He’ll give you some information on the strip’s casinos, Vault 21, and the NCR Embassy. You can find Strip Letter 8 in the entrance room and Strip Letter 4 and Strip Letter 5 near the Mojave Express Dropbox to the north.
More importantly, you’ll find Ethel and Walter Phebus. Walter has a grievance with a rancher named Heck Gunderson. Talk to either to start the quest Pheeble Will. To progress, talk to Walter Phebus and pass a [Perception 7] check (Mentats or certain hats can help). He’ll elaborate on his grievances with Heck, his robber-baron activities, and his plans to topple Heck.
You can talk Walter out of his vendetta by passing a [Speech 75] check. Alternatively, you can aid Walter in taking down Heck. Passing a [Barter 70] check guarantees a base salary of 400 Caps. If you accept, you’ll be directed to the Ultra-Luxe, where Heck is staying.
The Ultra-Luxe
Leave the Las Vegas Boulevard Station and head south to the Ultra-Luxe. Heck Gunderson is on the casino floor with a guard. Talk to him to learn he’s looking for his son, who went missing while Heck was conducting business. Offer to help find his son to start the quest Beyond the Beef.
Before proceeding, report back to Walter Phebus. He’ll reward you for the information and take delight in Heck’s situation. He wants Heck or his son gone. You can convince him to pay 500 Caps for Heck’s son’s demise [Barter 80] or 1000 Caps for Heck’s life [Barter 90]. Without passing these checks, you’ll receive less money. If you get rid of both Gundersons, the payment details become irrelevant.
Beyond the Beef
Return to the Ultra-Luxe and head south-east through the casino floor, past the cashier’s cage, and into a room where Mortimer oversees business. Head north-east into a room with two sets of double-doors, leading to the Gourmand. Talk to Marjorie and ask about Heck’s missing son. She’ll bring up accusations of cannibalism, denying they’ve practiced it since becoming the White Glove Society years ago. Avoid lying about being a cannibal, as it yields no progress but earns White Glove Infamy. Ask about the investigation into Heck’s son, and she’ll mention another recent disappearance at the hotel.
Talk to Mortimer, who is behind a counter on the south-eastern end of the Ultra-Luxe Casino Floor. You can advance the quest by talking to Mortimer about the investigator or by bringing up cannibalism. You can use the [Cannibal] perk to convince Mortimer you’re one of them, or pass a [Speech 62] check. If you gain Mortimer’s confidence, he’ll speak candidly about the issue, Heck Gunderson’s son, his plans to revive traditional White Glove Society practices, and dealing with Heck.
Meeting with the investigator prevents gaining Mortimer’s confidence later. Gaining Mortimer’s confidence is easier and allows a full range of options for dealing with both Heck Gunderson and Walter Phebus.
