After a conversation with General Lee Oliver, you will be transported to Hoover Dam Power Plant 04. Speak with engineer Mike Lawson.

Proceed north through a door to engage Legionaries, including Prime Legionaries and Centurions armed with Hunting Rifles, Marksman Carbines, Power Fists, Thermic Lances, and Super Sledges.

Navigate through Power Plants 04, 03, and 02 to reach Power Plant 01, or take a west doorway from any Power Plant level to reach the Hoover Dam Lower Level. Expect approximately three groups of Legionaries per Power Plant and about half a dozen groups on the Lower Level.

To follow Mike Lawson's suggestion, enter Power Plant 03, clear out Legion opposition, and find the Overflow Control Console on the southern end of the chamber. Activate it and pass a [Science 65] check to divert water.

Return to Power Plant 04, ascend stairs to the east, and go through a door to the exterior of Hoover Dam. Head east to find a Pressure Release Valve behind barricades. Activate it to eliminate Legionaries.

Reach Power Plant 01. Ascend stairs to the west to the second level, then proceed to the northern end. Go through a doorway and follow a tunnel to the Hoover Dam Visitor Center. Exit to the outside of the Dam.

On top of the dam, fight your way north to the checkpoint (an auto-save point you restart from on death) in the middle. Opposition is lighter here. If you have the Boomers allied, their bomber may provide support.

In the Hoover Dam Checkpoint building, you can find lockers with loot. Hack the Terminal [Very Hard] on a table and select “Activate Generator Diagnostics” to overload a generator, eliminating some Legionaries if you have a Detonator.

Exit the checkpoint building through the eastern door. An NCR Ranger Veteran Commander will offer assistance. You can request snipers, have them follow you, or decline their help. A [Speech 85] check can convince them to lead the way.

Proceed east along the dam, engaging Legionaries. If you completed the quest _For Auld Lang Syne_, remnants of your forces may join you.

Continue east along a road and over a ruined bridge to reach The Legate’s Camp.

Enter the camp and head east, engaging Praetorians. Avoid their Ballistic Fists.

At the eastern end of the camp, ascend stairs to find Legate Lanius. You can initiate combat with him. Looting him yields his Legate Helmet and the unique weapon Blade of the East.
