Commando
Requirements: Level 8, 1 Rank
Increases accuracy in V.A.T.S. when using rifles or similar one-handed weapons. While V.A.T.S. can be situational, rifle-grip guns are dominant in New Vegas. This perk is beneficial if you utilize V.A.T.S. with two-handed weapons and is considered better than Gunslinger.
Cowboy
Requirements: Level 8, 1 Rank, Guns 45, Melee Weapons 45
Grants a 25% damage bonus when using revolvers, lever-action firearms, dynamite, knives, or hatchets. While 25% is a significant damage increase, many of these weapons are weak, with exceptions like the Brush Gun and Ranger Sequoia. The Brush Gun is effective for short to mid-range combat and useful against groups like Cazadores or human enemies. It's a useful, though not vital, addition to a Guns build.
Grunt
Requirements: Level 8, 1 Rank, Guns 45, Explosives 20
Provides a 25% damage bonus with 9mm and .45 Auto Pistols and SMGs, Service Rifles, Assault and Marksman Carbines, Light Machine Guns, Frag Grenades, Grenade Rifles and Launchers, and Combat Knives. Many of these weapons are low-to-mid damage auto-fire weapons or otherwise not worth considering. The damage bonus is decent, but the perk is generally not recommended if you prefer powerful, single-shot rifles.
Home on the Range
Requirements: Level 8, 1 Rank, Survival 70
Allows the option to sleep at campfires with all the benefits of sleep. This perk is largely redundant unless playing in Hardcore mode, as fast travel and accessible beds negate its utility. In Hardcore mode, it's useful for managing sleep deprivation if you've neglected to sleep earlier.
Living Anatomy
Requirements: Level 8, 1 Rank, Medicine 70
Allows you to see the Health and Damage Threshold of any target, and provides a +5% damage bonus against Humans and non-Feral Ghouls. The 5% damage bonus is minor and limited in application. However, seeing an enemy's Health and Damage Threshold is a significant advantage, especially for new players trying to understand enemy resistances. Veteran players may find this perk less useful as they develop an intuitive understanding of enemy stats and weapon effectiveness.
Pack Rat
Requirements: Level 8, 1 Rank, Intelligence 5, Barter 70
Items with a weight of 2 or less weigh half as much. This perk is useless outside of Hardcore mode. In Hardcore mode, it significantly reduces the weight of vital supplies like food, ammo, and crafting components, allowing for larger inventories. It's a trade-off against the Strong Back perk and can be bypassed by having companions carry gear.
