    Fast-travel to Chance's Map and follow the road south, passing Nopah Cave and Spring Mt. Ranch State Park, until you reach the ruins of Bonnie Springs. Be prepared to fight tough Viper Gunslingers; one leader wields the unique Spiked Knuckles, Love and Hate, and the other has Metal Armor, Reinforced.

    Leave Bonnie Springs and continue south, then east, following the road. Be cautious of a pass to the south, as a Young Deathclaw may be present near the road.

    Follow the road east of the mountain pass. You will see a fenced area to the north, which is Vault 19. Enter the security station and descend via a manhole to enter the vault.

    Open the vault door and proceed west through another door into the main vault area. Here you will find Samuel Cooke and Philip Lem, the leaders of the Powder Gangers, in their respective Overseer's offices to the north and south.
