    Head to the tavern west of Kuttenberg and speak with Kvyertsolav to begin the quest.

    He will ask you to visit a house northeast of the Kuttenberg Town Hall Fast Travel point and write a letter.

    Upon entering the house, respond with “Justice is worth more than silver” to be allowed to write.
