Head to the scaffolding on the ground and climb it to find a hole in the wall leading to the battlements.

Turn left to find a room with a locked gate. Cast Depulso on the wheel crank to the left of the door to open it.

Drag the chest to the right of the lower battlement, where the stonework fades.
