You'll have to deal with about two or three Enclave Soldiers, one of whom will likely be in Power Armor, plus a turret. Once you've cleared them out, you can start looting the Enclave crates. But the real treasure here is the Enclave Entrenchment Manual sitting on a table near the "Enclave Field Operations Terminal." This manual is key – it teaches you how to apply Enclave paint jobs to your Power Armor and lets you build Enclave flags and crates at your settlements.
Eastern Enclave Encampment
This camp is a bit further out, but it's conveniently located southwest of the Coastal Cottage settlement. After you've dealt with the enemies, look near the terminal for your third Enclave Entrenchment Manual. This manual will teach you how to build Enclave barricades at your settlements.
As a little bonus, the Enclave Soldiers at this southern camp had captured a Mirelurk. You can free it using the terminal, but honestly, it's pretty ungrateful, so you might want to skip that part.
