If you are not playing as George, you will find him lying against the wall behind a manhole on the inner side of the room.

The barrel near the elevator contains a PESTICIDE SPRAY.

If you have previously obtained the LIGHTER, give both the PESTICIDE SPRAY and the LIGHTER to David. He can then use these items to create a new weapon.

Proceed through the door to continue, rather than entering the sewer hole.
