That boss? It's Mayor Julius himself. He doesn't actually die; instead, he becomes Blighted and attacks the Arlathan Forest as the 'Blighted Mayor'. Taking him down completes the quest and strengthens your bond with the Grey Wardens and Veil Jumpers. So, if you're looking for more content and a bit of a unique boss fight, leaving the Mayor to his fate is the way to go, even if your character is usually the forgiving type.

A quick note from a player: There's actually a third option if you're playing as a Grey Warden. You can release the Mayor and send him to the Grey Wardens to fight the Blight as his redemption. If you do this, he'll show up later in the 'Lives Spared' mission in the Hossberg Wetlands.
