First things first, you need to head to where Fletcher was last seen. Make your way down to the Heart and Central area. You'll need to use a tripwire to get there, so keep an eye out for that. Once you're down, you'll see some 'boils' – shoot them to clear the path leading to the Grande Markets.

Keep pushing east along the path until you reach the Streets of Coin Financials. Be careful here – there are enemies that will explode when you get too close. It's best to take them out from a safe distance.

Once you've cleared the area, look for a lattice and a ladder. Use these to get up onto the rooftop.

Up on the roof, you'll find more boils. Shoot these to reveal Fletcher, who's unfortunately been Blighted. Now, you've got to fight him. To do that, you'll need to strip away his shield first. Heavy attacks are your best bet for this.

After his shield is down, switch to fire-based attacks. Fletcher is weak to fire, so this will deal a ton of damage and speed things up. Just keep an eye on his attacks – he has some pretty big Area of Effect (AoE) circles. Stay outside of those, and you should be able to dodge them easily enough.

Once you've taken him down, go ahead and check his body. After that, it's time to head back to Chance Candide at the Antivan Crows Hideout. Fill him in on what happened, and that'll wrap up the quest.

You'll snag 500 XP for your trouble.
Your standing with the Antivan Crows will improve, giving you +100 Antivan Crows Strength.
You'll also get the Executioner’s Blade. This sword is pretty sweet, boosting your Charged Attack damage by +30%, increasing the stagger dealt by Charged Attacks by +25%, making Charged Attacks deal Critical Damage against Overwhelmed enemies, and giving Charged Attacks bonus damage based on the enemy's stagger.
