Tyger and Vulture

Head Northwest of the Longshore South Fast Travel point to find a sewer entrance that leads to a casino.

If you have the correct tech requirement, go through the door on the right once inside the tunnel and head up the stairs.

Sneak past an enemy and enter the next room to find the netrunner. Distract the Tyger Claw while you steal the shard from the table.

If you do not have the tech level, follow the sewer tunnel until you reach the casino entrance. A Tyger Claw will be standing guard. You can either pay €$1,700 or distract him with the TV and sneak past.

Once inside the casino, go to the storage room behind the bar and search the computer to discover the netrunner is on the floor above.

Enter the side room, climb up through the hole, and disable the camera.

Follow the path around and enter the room ahead to find the netrunner.

Steal the shard from the table.

Place the shard into the drop point marked on your map.
