Go northeast and speak to the girl in the pink inner tube to receive a Soft Sand.

Battle the Tuber to the north, then the Tuber to the west, and the Sailor north of the latter.

Return to where Tuber Ricky was and go southwest. Examine the base of the blue umbrella from the west side to find a Heart Scale.

To the west is the Seashore House. Stand in front of it, walk one tile west of the stairs' base, and press A to find a Great Ball.
