You can hunt Uragaan after the mandatory expedition to the Elder’s Recess. Upon returning to Astera, the quest Ore-Eating Occupier will unlock, and you can also pick up the quest A Fiery Convergence from the Armory clerk. The former targets Uragaan specifically, while the latter includes a Lavasioth. After defeating an Uragaan, the quest Special Arena: HR Uragaan should also become available.

Uragaan Strengths and Weaknesses
Uragaan is covered in armor, making it difficult to land meaningful hits. Only its belly and the top of its head are truly vulnerable, with the head being the prime target. The head and back are breakable, and the tail is severable.
Uragaan is weak to Water, and somewhat vulnerable to Ice and Dragon, while being resistant to Fire. It is susceptible to Poison and weak against Stun. It is resistant to Sleep and Blast.

Like Radobaan, Uragaan rolls frequently and primarily deals physical damage. Unlike Radobaan, Uragaan also flings explosive balls that act as mines. To mitigate fire damage from these attacks, aim for a Fire Resistance score of 20 or higher. Bringing a means to inflict Poison may also be helpful.
Uragaan Attacks
Uragaan's attacks are similar to Radobaan's but with added explosions. It discharges explosive balls that act as mines, hindering mobility and causing secondary attacks. Many of its attacks are recognizable from Radobaan battles, including a side rush, tremor-inducing head slams, a multi-strike head slam series, and sleep gas excretion from its underside. Its tail sweep is accompanied by explosive spheres. Uragaan also rolls like a pillbug, often shaking loose bombs before rolling, which may detonate. It typically ends rolls with a head smash. Even its sleep gas can explode.
When enraged, Uragaan performs a longer, sustained spin attack, sometimes changing direction multiple times. Use traps or Flash Pods to interrupt this attack, or prepare to dodge or block.
