In Grand Theft Auto: Vice City Stories, you'll encounter three rival gangs during Empire Building: the Cholos (Yellow), Bikers (Gray), and Sharks (Red). These gangs will fight amongst themselves, and you can choose to engage them or let them weaken each other. Attacking a business owned by a particular gang will make them hostile towards you and your businesses.
The Gangs:
- Cholos (Yellow): A Mexican-based gang with few holdings. Their gang car is a Sabre Turbo.
- Bikers (Gray): More dangerous than the Cholos, with more holdings. Their gang vehicle is a Biker Angel. One of their Drug Business Sites in Vice Point is taken over during the mission "Hostile Takeover" and cannot be attacked beforehand. It's recommended to leave the Bikers alone until just before this mission.
- Sharks (Red): Have the same number of holdings as the Bikers but are far more dangerous. Their gang vehicle is a Ranger. They primarily use AK-47s and can quickly overwhelm you as a group. It's advisable to maximize your health and armor before taking over their businesses.
Attacking Gang Sites:
To take over a gang-owned business, first destroy their vehicle parked outside to draw them out. After eliminating those outside, enter the business to kill remaining gang members and destroy their holdings. Successfully doing so takes over the Empire Site for yourself.
Recommended Weapons:
- Outside: AK-47 or M249
- Inside: Molotovs (especially with Fireproof Feature from Firetruck Mission) or Shotgun
- Small-Time: $1,000
- Medium Venture: $1,500
- High-Roller: $2,000
After forcibly taking over a Site, it becomes Unoccupied. You must then purchase it from the real estate sign, select your Business Type, and size.
Dealing with Hostility:
When you attack a gang-owned Site, that gang becomes hostile and will attack you and your own Sites. To mitigate damage, use a bulletproof vehicle or back paths. A trick to stop a specific gang from attacking you after you've taken all of their Sites is to save your game and then reload it. This will return them to a non-aggressive state, though they will still attack other gangs' Sites unless you own all thirty.
