Collect the free Rocket Launcher from the storekeeper at u-Nation. This will replace your M249 unless you already own a Rocket Launcher.

Go to the Washington Beach Police Station. Destroy the two antennae on the roof using Molotovs. This will slow the Evidence Meter but give you a 2-Star Wanted Rating. Kill the two Cops near the helipad and enter the Police chopper.

Fly to the Little Havana Police Station. Land between the two antennae. Switch to your Rocket Launcher and destroy the approaching Police helicopter. Switch back to Molotovs and destroy the two antennae. Your Wanted Level will increase to 4-Stars.

Fly to the Downtown Police Station. Land at the southeast corner of the roof. Eliminate all SWAT team members and any airborne Police choppers using Molotovs and other weapons. Then, destroy the antennae.

You have now stopped the DEA from collecting evidence, but you have a 5-Star Wanted Rating. You must lose this rating to complete the mission.

Return to ground level and kill any nearby SWAT. Run north to the Police Bribe to reduce your Wanted Rating to 4-Stars, making it easier to evade FBI personnel.

Continue north to Empire Site [ES-DTN3] and acquire a vehicle. If you've completed all Empire Site objectives, this vehicle should be bulletproof and resistant to police firepower. Speed off to the Little Haiti Pay 'N' Spray to complete the mission.
