Walkthrough

    Head to Empire Site [ES-VCP18], the one without a vehicle spawn.

    Kill the Bikers at the site.

    Stop at the signal light southwest of Shady Palms Hospital.

    Get on the sidewalk and use the Sniper Rifle to pick off Bikers from this distance.

    Once most Bikers are eliminated, head east along the sidewalk, staying against the Hospital wall, to the next signal light.

Tips
  • Even after taking over a Biker-owned business, they will not attack you outside of missions.

After acquiring the last Empire Site, use the Save/Reload trick to permanently stop Bikers from attacking you. With all thirty Empire Sites under your control, you will acquire bulletproof vehicles at your businesses, moving you closer to 100% Completion. Complete any remaining Reputation Missions for additional completion percentage.

You can convert all thirty businesses to High-Roller Robbery businesses to earn the maximum pay of $123,900 (PS2) or $126,000 (PSP) per day. This concludes the Empire Building portion of Grand Theft Auto: Vice City Stories.

The Plan:

  1. Locate the first drug runner at his residence in central Vice Point, south of El Casa Swanko. Go to El Casa Swanko, ascend the west terrace stairs, and near the end, you will see the drug runner and his bodyguards. Eliminate them with the Sniper Rifle.
  2. Proceed to the next drug runner at Standing Vice Point Hotel. Upon arrival, you will be ambushed by his female bodyguards within the confined pool area.
  3. Kill the bodyguard directly ahead, then move towards the diving board area, eliminating those nearby.
  4. Climb halfway up the diving boards and use the Assault Rifle to target approaching enemies within range.
  5. Use Molotovs on the bodyguards above you and near the diving board. Staying on the diving boards provides a tactical advantage.
  6. Ascend to the highest diving board and use both the Assault Rifle and Laser Sniper to eliminate approaching attackers.
  7. If some bodyguards get stuck behind trees, leave them for now. When they are the last ones remaining, use the Rocket Launcher on the trees to kill them.
  8. After eliminating the last attacker, the drug runner will prepare to flee. You have approximately twenty seconds to act quickly. From your position on the highest board, you must pursue him.
Tips
  • It is recommended to complete the Firetruck Mission to acquire the Fireproof Feature before using Molotovs.
  • Rocket Launchers can be obtained from the spawn point on Starfish Island.
  • Some female bodyguards may get stuck behind trees; use the Rocket Launcher to eliminate them if they are the last ones remaining.
