Police Bribe: Located on top of a dirt pile at Map coordinate (F-2). To find it, head east from the EIA Main Terminal Building, turn left at the next three-way intersection, and stop at the subsequent three-way intersection. The dirt pile is on the east side of this intersection.

Weapons:

  • Molotovs: Found inside one of the green container crates near the center of the Civil Asset Forfeiture Impound area at Map coordinate (G-2). To access, use the stairs outside the chain-link fence on the north side of the Impound to climb onto the fence and jump down. Then, use the stairs at the northeast corner of the Impound to get out and back to ground level.
  • Hook Bar: Located at the south end of the large ship moored at the east side of Viceport, Map coordinate (G-3).

Binoculars: Found at the top level of the large ship moored at the east side of Viceport, Map coordinate (G-3).

Health:

  • In the alley behind the 101 Bayshore Avenue Safehouse, Map coordinate (F-3).
  • In front of the Vice City Port Authority Main Building, Map coordinate (G-2).

Red Balloons Explained

Unlike previous Grand Theft Auto games where Hidden Packages were common, Vice City Stories features Red Balloons as collectibles. Popping these balloons grants Weapon Icons for your Safehouses and $250 per balloon. These balloons are often located high up, sometimes under roof overhangs, and can typically be popped with a Pistol or Assault Rifle, though some may require a Sniper Rifle. A reader suggests using a Hunter vehicle after completing the game to easily pop them by firing in their vicinity.

To avoid accidentally targeting pedestrians or police while attempting to pop balloons, it is recommended to enter Free Aim mode:
