Eluding Police on Foot
When police spot Tommy committing an offense, a wanted icon appears. If Tommy breaks line of sight, the icon becomes translucent and the red bar slowly depletes. If seen again before it disappears, the icon becomes opaque and the bar refills. If Tommy enters another vehicle unseen, the handcuffs or Colt 1911 icon is replaced by a puzzled policeman icon.

Officers may carry Pump-action shotguns. From "Election Campaign" onwards, police assault responses include officers with Pump-action shotguns in Lassiter V16 Police cars. Tommy is better prepared with a Thompson 1928 or Colt 1911, keeping distance from shotguns.
If Tommy is on foot when police cars pursue him, wait for the car to stop and officers to exit. Shoot the officer exiting the facing door before they can fire.
