Eluding Police on Foot

When police spot Tommy committing an offense, a wanted icon appears. If Tommy breaks line of sight, the icon becomes translucent and the red bar slowly depletes. If seen again before it disappears, the icon becomes opaque and the bar refills. If Tommy enters another vehicle unseen, the handcuffs or Colt 1911 icon is replaced by a puzzled policeman icon.

Most foot police carry an S&W Model 10 M&P. They will blow a whistle and chase Tommy if they see him commit an offense. Lingering near them with a wanted rating will worsen it. Tommy can shoot nearby officers then run, or jack a vehicle to get away and out of their view. Going around a corner and jacking a vehicle can trigger the puzzled policeman icon.

Trolleys and elevated trains can be used to escape as police do not enter them. This can provide an advantage for shooting pursuing officers. The fastest way to end a pursuit is to shoot the officer. If no other police are around and Tommy isn't killed, the wanted icon will disappear once the officer is dead.

To shoot more rapidly with a Pump-action shotgun, hold Backward and Fire, then repeatedly press Jump. If Tommy is in a vehicle and commits a minor offense, driving away will cause the ticket icon to become translucent once out of sight, disappearing when the policeman gives up. For more serious wanted ratings, Tommy can run over the officer, or perform a drive-by with a handgun. However, getting out of the vehicle to shoot them is often easier.

Eluding Police in a Car

Police cars appear in pairs. Early on, they use Schubert Six Police cars, later Schubert Extra Six Police Fords or Tudors, armed with S&W Model 10 M&P handguns. Officers may carry Pump-action shotguns. From "Election Campaign" onwards, police assault responses include officers with Pump-action shotguns in Lassiter V16 Police cars. Tommy is better prepared with a Thompson 1928 or Colt 1911, keeping distance from shotguns.

If Tommy is on foot when police cars pursue him, wait for the car to stop and officers to exit. Shoot the officer exiting the facing door before they can fire. Then, crouch and move to shoot the other officer as they come into view. If positioned well, Tommy can shoot officers through car windows or from a distance as they exit. If close to the police car, prioritize shooting the officer with the Pump-action shotgun as they exit. Otherwise, shoot the driver, then take cover or create distance to deal with the shotgun-wielding officer.

If Tommy is in a vehicle pursued by police cars, they will ram and try to run him off the road. Drive to narrowly miss objects with the left side of the car to make the police car crash. Then, exit Tommy's vehicle to draw the officers out and deal with them as if on foot.

A strategy to lose police involves parking a vehicle in an alley out of sight. Commit an offense with another vehicle nearby. Once a wanted rating appears, elude police until the ticket symbol changes to the puzzled policeman symbol. Then, get into the hidden vehicle. The wanted rating will disappear while Tommy remains in the secluded vehicle, regardless of whether police see him.

One method involves lightly bumping a police car to create a minor offense, eluding them until the ticket symbol becomes the puzzled policeman symbol. Then, exit the car and move a short distance away. When the police car catches up and parks, and officers exit to pursue Tommy, Tommy can steal the police car. Parking this stolen car with the driver's side door against a wall can trap the officers.
