    Option 1: Assassinate during speech: If Tommy shoots the councillor during his speech, turn away from the stage, avoid bodyguards, and proceed left to the stairs. Descend two levels to the first deck. Continue forward to a gate, the last section of white railing before the red and white section at the front right of the ship. Press the Action key (RMB) to use the gate.

    Option 2: Assassinate after speech: If Tommy lets the councillor finish, he will walk back toward his cabin. Follow him. Foofighter18's video shows shooting the councillor as he passes the stairs, then proceeding down the stairs.

Alternate Strategies:

  • Colt Detective Special: Tommy can obtain the Colt Detective Special from the bathroom without cleaning it by pressing against the right side of the room.
  • Dealing with the Lifeguard: If Tommy returns the key, the lifeguard will discover the bathroom wasn't cleaned and confront Tommy. If Tommy doesn't return the key, the lifeguard will question him. In either case, the lifeguard shoves Tommy and sees the gun.
