    Drive Tommy to Lucas Bertone's auto service shop, located south of the east end of the Giuliano Bridge.

    After a cutscene (a non-interactive cinematic the game plays automatically) where Lucas Bertone explains how to steal cars, he will show Tommy a Lassiter V16 Phaeton. Tommy can now jack or pick the lock of a Lassiter V16 Phaeton or Lassiter V16 Charon.

    Lucas will tell Tommy about another Lassiter V16 Phaeton belonging to an official at City Hall, located in the car lot behind the Municipal Building on Central Island during the day.

    Drive south to the south side of the Municipal Building to steal the parked Lassiter V16 Phaeton when no police are around.

    Drive the stolen car to the lot behind Salieri's Bar.
