The main goal here is to defeat the boss. You'll start on your ship, with the Invaders on theirs. Keep your units grouped up, or if you send them to the other ships, make sure they go in decent-sized squads. It's super risky to have just one or two units stranded on a ship when they move, as the enemies can easily gang up on them.

Flying units are your best bet here since they can move around freely without being too bothered by the ships' movements. However, the game seems to know this, because the boats are absolutely crawling with archers! So, while flyers are great, maybe use units like Sky Knights to ferry your tougher characters around instead of letting them be the main attackers where they could get picked off by arrows.

Be ready for reinforcements showing up pretty much every turn. Don't feel pressured to rush the boss right away. Take your time, manage your units, and when you feel like the time is right, go for the boss. Once you defeat them, Shigure will join your army permanently.
