Where to Find Heart Scales

  • From Luvdisc: Once you've got the National Pokédex, head to Route 224 or the Pokémon League and use a Super Rod to fish. There's a slim chance of encountering a Luvdisc, but if you do, there's a 50% chance it'll be holding a Heart Scale! You can either catch the Luvdisc or use a move like Thief or Covet to steal the Heart Scale.
