You don't *have* to do every single quest in a star tier, but it's a good idea to practice and grab those rewards. Once you clear the Key Quests for a star, a special Urgent Quest will pop up. These are pretty tough, often featuring a monster that's actually one star *higher* than your current tier. It's basically a skill check to make sure you're ready for the next set of quests. Beat the Urgent Quest, and bam! You'll unlock the next star tier, and that Urgent Quest will be added to the list so you can replay it if you want.

Village vs. Hunter's Hub

A quick note on the village campaign: it doesn't really have a true High Rank section like the main game. All the dedicated High Rank action happens in the Hunter's Hub. However, the village does have Advanced Quests in its final tier that feature monsters with High Rank power and give High Rank-level rewards, so don't skip those!
