Meagan's tip is to find the black market, which requires money. Loot the docks, which are a neutral area with no guards (though civilians can alert guards if attacked).

The waterfront has three docks; Meagan is parked on the easternmost. Steal a pouch from the workbench-using NPC (non-player character — anyone the game controls, not you).

Hop into the water near the easternmost dock to find a medium-sized shipwreck. Its submerged deck holds an ivory scrimshaw and 5 coins (total 145/3334).

Head to the central pier, the smallest of the three. The rowboat on the cement walkway contains copper wire (total 195/3334).

Visit the third pier, identifiable by a whale carcass bleeding out on its boat ramp. On the table beside it are whale oil (10 coins) and raw whalebone.

A rune is hidden in the mouth of the first whale carcass.

Steal two pouches from the men near the moored boat by the first whale carcass.

Enter that boat's cabin to find a pouch under a bunk and a whaling map next to the audiograph machine (total 295/3334 for pouches and map).

Continue west along the waterfront toward the pier's end to find a second whale carcass.

Nearby, find 2 coins on a shaded table and copper wire in a sunken rowboat next to the second whale's mouth (total 307/3334).

Find another sunken boat by swimming directly opposite the second whale carcass's tail. It contains ammo (sticky grenades, springrazors, sleep darts, crossbow bolts). It is located below a buoy under the carriage rails.

Return to shore and go to the streetside bar between piers two and three. One male NPC walking nearby (at the bar or on the ramp) carries a pouch (total 327/3334).

Find 5 coins on a crate near a ramp and in a flowerpot on a balcony.

Enter Alistair's Office. Inside, find coins on a desk and a statue in the unlocked safe.

Find Blueprints for Incendiary Bolts within Alistair's Office.

Another 220 coins can be found in an artist's apartment, accessible via a high balcony near the middle pier using Blink and Far Reach, or manual climbing.
