    From Uriu-san's House, drive Mosquito east to the Seashore Factory.

    Ascend to the 3rd floor and speak twice to the President on the balcony. Reply "yes" twice to gain permission to use the wild buggy.

    On the other area of the 3rd floor, have Masakazu walk on top of the vehicle, access the menu, select "get on and get off" + "get on" + "end" to board the Buggy.
